Helen Bartley

Helen Bartley has more than 25 years quantitative and qualitative research experience designing and conducting market and social research and evaluations in the areas of customer and staff satisfaction, behaviour change, usage and attitude studies, brand health and customer loyalty, program and service evaluations across a wide variety of industry sectors including water and energy utilities, natural resource management, agriculture, natural resource management, sustainable travel and a wide range of other service organisations.  She also has 15 years’ postgraduate experience teaching survey research methods, survey sampling and statistical computing.  She has also appeared in the Federal Court of Australia and the Fair Work Commission as an expert witness providing evidence on statistical and survey related matters.

 

She is experienced in designing and delivering customer, community and stakeholder engagement activities in a range of sectors, with a particular focus on government services and utilities.  Helen has provided advice on, and designed, various consumer engagement activities to inform water corporation pricing submissions.

 

She has served on high profile professional committees in the energy sector and was recently a member of AusNet Services Customer Forum, established in collaboration with the AER to represent consumer perspectives to the AER in AusNet Services energy distribution pricing determination.  I was responsible for the design and delivery of various customer and community engagement activities aimed at gathering evidence of energy consumers’ opinions and preferences.  This evidence was fundamental to negotiations with AusNet Services to ensure their 2021-26 Energy Distribution Pricing Submission was in the best interests of consumers.

 

Helen is a member of the AER’s Consumer Reference Group (CRG) for its Inflation Review 2020 and Rate of Return Instrument 2022, bringing to this group expertise in consumer research and engagement and applying that expertise to gathering evidence of the long-term interests of energy consumers for consideration in AER regulatory decisions.

 

She has also led and served on various research, evaluation and statistical committees.

 

Helen is academically and professionally qualified in her fields of expertise.  She is passionate about applying best practice to engagement and research programs and regularly participates in industry based professional development programs and conferences to ensure her skills remain relevant when providing professional advice and services.

Jon Bartley

Jon has a Master of Science degree in Hydrogeology and has over 30 years experience encompassing a range of environmental and water resource issues.

 

His main areas of expertise are in surface water / groundwater interactions, sustainable use of recycled water, groundwater quality and beneficial uses.  He is a specialist in preliminary and detailed hydrogeological assessments, impact assessment, and monitoring program and network design to achieve environmentally sustainable water and wastewater use.

 

Jon’s experience also encompasses strategic resource management, project management and planning, tender development and evaluation, and directing complex investigations.

 

He has applied this expertise in a range of projects from site specific to regional scale studies.  Recent assessments involved sustainable wastewater storage and use, identifying options for effective water quality monitoring and reporting for the EPA, and renewing the State Groundwater Monitoring Network.

 

Other significant studies comprise groundwater resource, water quality and pollution investigations incorporating data review, monitoring network design and installation, and groundwater flow and contaminant transport modelling for Government agencies, Regional Water Authorities and industry.

 

He has undertaken a number of landfill and contaminated site groundwater studies, including comprehensive data review and interpretation, numerical modelling, qualitative risk assessment and documentation for planning approvals.  Jon also provides expert hydrogeological technical review services and he has experience in the management of large natural resource data sets in groundwater and environmental studies.
